Our streets are the joke of Southern California, we are drowning in millions of dollars in red ink caused by overly generous salary and pension increases, our traffic congestion is quickly reaching big city proportions and our elected representatives are the poster children for corruption and crony capitalism, yet the biggest problem still remains the corruption throughout the ranks of our Fullerton Police Department. They have the power to use lethal force against the public and the ability to put innocent people in jail. I have first hand experience with the latter statement. This can definitely impact adversely every citizen in Fullerton. It does not matter if you are an activist or you are someone who does not know the names of any of our elected officials. We are all at risk and will continue to be at risk until we clean house at the FPD!
So with this as the backdrop, I spoke at the Fullerton City Council during Public Comments on April 18, 2017. They give you a “generous” 3 whole minutes to speak. In reality, with the current group of council members, it would not matter if they gave you three hours or even three days to speak because they ignore everything out of the public’s mouths unless you choose to kiss their you now what!
I spoke about two very important subjects. The first subject was the failure of our “reformed” Fullerton Police Department to take the statements from Joe Imbriano and myself to report the crime of obstruction of justice by recently retired Police Chief, Dan Hughes in regard to his failure to allow his officers to follow normal police procedure to arrest Joe Felz for DUI and for leaving the scene of an accident with damages. Joe Felz was eventually charged with those two counts, months after the incident by the OCDA Office. I admonished the entire council for its continued failure to discuss this very important issue.
With my remaining 30 seconds I dropped a bombshell in the laps of our distinguished dais. I told them that I was informed by Banc of California employees at the Euclid and Rosecrans Avenue branch that it is closing because a developer bought the property to be part of the development of the entire Sunrise Village Shopping Center to become mixed-use high-density high-rise residential units. The city desperately needs the short-term infusion of money that would be generated by the Park and Recreation Department Park Dwelling fees of $11,700 per residential unit. If they build 500 units for example that would generate an additional $5,850,000 in revenue. This would help to cover the extremely generous salary and benefit employee raises approved by the council last year. More development approvals would be needed to continue paying for these salary and benefit increases approved under Mayor Jennifer Fitzgerald in 2016 for subsequent years. I put the council on notice that I smelled a rat. Namely that the city in my opinion has been dealing with developers to make this mixed use project a reality in the near future. Why else would these landlords create vacant properties with the absence of valuable rents if they only had a hope that they could convert the shopping center to a concrete jungle of mixed use high-density housing units. I told them it was not zoned for that use and that the people of that neighborhood would fight to make sure it never ever came to fruition. You should have seen the faces of Bruce Whitaker and Jennifer Fitzgerald after I finished with my comments. They did not look pleased at all.
Of course, there was no response by any council members to these comments and the Interim Police Chief also was silent after he learned that his department would not take a simple police report by two members of the community. Gee silly me, I thought it was their job to take the statement and then go and investigate; not determine that no crime was committed so therefore no police report was necessary to be taken by them in the first place.
The first order of business has to be from the OCDA Office by filing obstruction of justice charges against Dan Hughes.
Like I said at the beginning of this post, the City of Fullerton and the Fullerton Police Department are corrupt and the Fullerton Police Department needs to clean house

We know our roads are a disaster. Every person who lives, works or goes to college in this city should sue the Fullerton Government for all the damage they have done to all of our vehicles. How many alignments must be done over and over again do to the very poor conditions of our road? How many tires wear unevenly directly caused again by the condition of our roads?
We should file a class action lawsuit against the city for all these damages and more. When last year the police and fire unions asked for a raise, the city council said how high granting them raises in the 4 to 6 percent annual ranges when inflation has been under 2% for most of the decade.

Not only that, the city ignored the almost double digit raises Fullerton police and fire have received via increased employer/taxpayer pension contributions for the last decade.
In 2010, the employer/taxpayer pension contribution was approximately 33% of their base pay. Now 7 years later it is at or above 60% and going higher. That means that over the last 7 years taxpayer pension costs has increased approximately 9% a year on average. No private sector employee (excluding some CEO’s, COO’s or CFO’s) gets anywhere close to those type of raises. Add in 4 to 6% salary raises given last year to our fire and police and you have 15% overall salary package raises last year alone.
As Mel Brooks kept on stating while playing French Kiing Louis XIV….it is good to be the king….but it apparently it is even better to be a police or fireman in the City of Fullerton. I say this since Louis XIV grandson and his wife did face the chopping block at the end of the French Revolution yet pensions still are sacrosanct in California.

Joe Imbriano questions why Fullerton has totally abandoned almost all street repair for decades. All other surrounding cities have the same issues with out of control pensions, payroll, and benefits costs and yet these surrounding cities have managed to repave all of their streets year after year and keep their streets in workable order. 
Meanwhile, Fullerton, with its huge property tax and sales tax base has its streets, water mains, and sewer pipes, almost all 200 miles of them crumbling in ruin while these stool pigeons on the council look the other way and push for massive highrise development and dirty favors for their crony pals. No longer will this and other issues be ignored. We want answers and we aim to get them. Use your head folks, do the math and open your eyes. Something is seriously wrong in Fullerton that in my opinion, is going to make the Bell scandal look like a lemonade stand heist.

Ladies and gentlemen, hospitals are for sick people, churches are for sinners, bars are for drunks and Airports are for aircraft. I wonder how some people in this community have attempted to cleverly devise a way to make an airport into the place for all of that?
Well it appears that the best laid plans of mice and men combined with what I believe to be the worst intentions of some have amalgamated into a huge problem for city officials and ultimately, you guessed it, the taxpayers.
Fullerton is being sued again, and this time it is not by the parents of someone murdered by some deranged cops, or someone who was molested by some pervert wearing a badge, nor someone whose ball joints have been busted by these busted up shitty roads. This time it is over what appears to be a case of crooked cronyism. The city of Fullerton is the subject of a 500 million dollar lawsuit between a local business and city officials and now the Feds are involved.

Well, word to the Fullerton Informer is The City of Fullerton is now the subject of an open FAA investigation. The phone call and letter to city officials from the FAA is on its way to stop the agenda item on Tuesday night’s council meeting docket.
An official FAA Grants Assurance 22 non discrimination violation investigation has been opened at the Federal level brought about by allegations made by Mr. Blackstone on behalf of Air Combat USA who is also involved in a 500 million dollar breach of contract lawsuit with the city of Fullerton. The lawsuit alleges that actions of city officials involving collusion, alleged intentional misrepresentations and alleged interference, all allegedly intended to breach Air Combat USA’s contract.
The battle over the hangar at the Fullerton airport is between a 20 year Reserve La Habra PD Narcotics officer named Rob Sims who owns Hangar 21 helicopters who has operated at the Fullerton airport since 2016. He wants to expand his helicopter and events business.

and a 25 year commercial airline pilot, named Mike Blackstone, who owns an aviation company called Air Combat USA who has operated at the Fullerton airport for nearly 30 years. He wants to stay at the airport and expand his business.

In light of the pending lawsuit, it is almost unbelievable that in addition to a lease being proposed at this time for Hangar 21, the city staff has still gone ahead and prepared a staff report asking for the Fullerton municipal code to be amended. Specifically intended is a land use zone change to accommodate an aviation business to convert aviation property owned by the taxpayers, which is federally subsidized for aviation uses, into non aviation use for a event hosting venue ancillary business for the party that is intending to displace a 100 percent aviation business.
The city has gone to great lengths and has in my opinion has abused its discretion by evicting a 100 percent aviation business in favor of an aviation business whose intended use of the facility in question will be hosting party events in the hangar on airport property. It is a good thing the FAA has stepped in.
In spite of the city being made aware of the lawsuit which I have posted here —-FAC_Blackstone_8 , the potential grant violations, and requests of Mike Blackstone, Barry and myself to remove this item from the agenda forecast at the previous meeting, city staff, under the auspices of our new city manager, Mr. Domer,
and with the clearance of our city attorney, Dick Jones,
still doubled down and had decided to place the item on the agenda anyway, ignoring everything before them. Even the entire city council ignored the lawsuit and everything that the three of us presented in public comments. The worst offender of all is the mayor (Tony Bushala bought and paid for plant) Bruce Whitaker who, as Barry Levinson had pointed out, ignored the potential for this action to compound the outcome of the lawsuit. He said and did nothing and still put this potentially crooked scheme on the agenda for the next meeting.
The other (Tony Bushala bought and paid for plant) Greg Sebourn, also just ignored everything presented and rocked back and forth in his chair waiting for it all to end.
(Police, and fire Union plant, bought and paid for union puppet) Doug Chaffee could barely keep his eyes open the entire time as this issue was brought up, He did nothing, and said nothing.
(Poker faced master of the municipal time card) City attorney Dick Jones just sat there ignoring and digesting (no pun intended) everything as usual.
(Shawn Nelson darling, Royce Hack, Curt Pringle operative, Tony Bushala’s teflon girl, Union puppet and Agenda 21 operative) Jennifer Fitzgerald actually had the nerve to laugh at the speakers during the public comment period.
I also might add that I received an anonymous comment that I should remove the picture of Rob Sims and that for my safety I should remove the entire article about the Fullerton Municipal Airport and the Air Combat USA, Inc. lawsuit, I take that as a threat against both Mr. Levinson and myself. We have taken the necessary precautions as well as have alerted those necessary. Both Mr. Levinson and myself have instructed several different people of this threat and who law enforcement including the FBI should look at if anything happens to either of us.
Fullerton is broke folks, these people are not helping and depending upon their behavior on Tuesday night, it may just get a whole lot worse for everyone. Huge lawsuits are not a good thing for a city that has no money left for even a firework show on the fourth of July.
Holding leaders accountable is 6th grade civics, and boy scout basic material. It is time for all of you to get involved because Fullerton’s leaders are not who you think you voted for and the city government is run by people that are not who you think they are. Like Barry Levinson said at the last meeting he attended, the chickens are indeed coming home to roost. Yes they are one at a time.
COLLEGE TOWN COMETH FORTH

One of the last retail stores anchoring College Plaze is leaving. Goodwill will be closing its doors and the 99 cent store will be gone by late next year. A source to the Fullerton informer recently told us that the City of Fullerton is in secret dealing with developers to rezone the parcel and place Low Income Section 8 Housing on the southeast corner of Chapman Avenue and State College Blvd. replacing a much needed in place Shopping Center. 
This is a shopping center made up of stores such as Big Lots, Round Table Pizza, 99 Cents Store, Thailandia Restaurant and the Goodwill Store along with many others. It is one of four corners that makes up most of the shopping areas in that part of town. Yet the city elders apparently simply do not care what are the needs of our citizens. You know the ones that already live here and pay the taxes and their salaries. All the council members seem to care about is their desperate attempt to look for short term fixes for our financial woes, which will make our financial condition worse in the long run and were caused in very large part by very poor decisions by past and current city councils.
We now know that at least two of these stores will not be continuing. Big Lots will be closing this January 2018 and the Goodwill Store will be closing in April 2018. Does the owner or owners of that shopping center know something or have assurances from members of the City of Fullerton government that is related to these imminent store closures? If there are no plans to replace these stores with other retail tenants, we would have our answer.
Retail space is in very short supply throughout the city but is even in shorter supply in that neighborhood. Last year the city itself reported that only 6%of the real estate in Fullerton is either retail, commercial or industrial. This is way below average for any city in Orange County and it is not a healthy balance of properties as far as our tax base is concerned. Residential property costs the city much more than commercial properties in service required by the city. Therefore, a low commercial percentage of properties is not good for the long term financial health of our city. A cities financial health in large part depends on a good mix between residential and commercial/industrial properties. Everything the city council and the city planning department has tried to accomplish will further reduce the commercial/industrial base in the city, while increasing residential mostly high density, high-rise apartments and/or condos.

This article is based on an anonymous tip so I can’t vouch that it is accurate. However, past anonymous tips sent to the Fullerton Informer have overwhelmingly turned out to be true. Based on their desperate need for an infusion of quick cash, it makes sense that the city would be looking to rezoning retail space to housing, ignoring the long term negative consequences to our tax base and net revenue collections (remember College Town that would have replaced the current stores on the north side of Chapman Avenue and added housing for nearly 14,000 students, faculty and staff
The idea is to provide low income housing, yet the city will add almost 6 or 12 million dollars to the development cost (assuming 500 or 1,000 units) by adding the Park and Recreation Department Fee of $11,700 per unit (of any size). If providing low cost housing is the goal, should not the city be reducing normal costs for its building not adding to it extremely high “fees” known by its more appropriate term “a tax”. Based on the building of 500 units this will bring in a one-time only windfall of $5,850,000 ($11,700 X 500). Based on the building of 1,000 units this will bring in a one-time windfall of $11,700,000 ($11,700 X 1,000).
Please remember that the city several years ago tried to ram through both the DCCSP (The Downtown Core and Corridor Special Plan), College Town and then the DCCSP Lite Plan. All going down to defeat with only the College Town Project getting a lot of negative feedback from the public. We here at the Fullerton Informer were steadfast in letting the good people of Fullerton know about all three of the above boondoggles.
Six million or 12 million going supposedly to the Parks and Recreation Department, which is already wasting millions on substandard stairs and a bridge to nowhere at Hillcrest Park. Yet in fact the city needs more than 100 million dollars to help fix our dilapidated roads that have been virtually ignored by numerous Fullerton City Councils for decades. A citizen brought large pieces of our broken streets to city hall to show our city council members but they want the money I believe for salaries and pensions not for us. Remember money is fungible so that it can be easily diverted to be used for whatever purpose the city leaders select. Salaries and benefits now consume approximately 80% of our general funds. This excludes the hundreds of millions of dollars of unfunded pension and retiree health care liabilities we as taxpayers are still on the hook for.
Where do you think that $100 million or more needed for decades for our Fullerton roads actually ended up?
What we do know for sure is that our neighboring cities all had and spent those dollars for their roads. It should make you wonder about those running our city both past and present!

WHAT THE HECK IS GOING ON OVER AT THE FULLERTON AIRPORT?

Mike Blackstone of Air Combat USA, Inc is suing both the City of Fullerton and Brendan O’Reilly the Fullerton City Airport Manager for damages of $50,000,000 and punitive damages for $450,000,000 for a total of $500,000,000. I The plaintiff, Air Combat USA, Inc. is suing for damages for Intentional Misrepresentation, Breach of Contract, Negligence and for Specific Performance. Joe Imbriano and myself have spoken and met with Mr. Blackstone and based on our conversations and the evidence he shared with us we believe Mr. Blackstone has an very strong case against the Defendants in my laymen opinion.
At the November 21, 2017 Fullerton Council meeting, Mike Blackstone, Joe Imbriano and myself spoke about the lawsuit and things related to it. Unfortunately both Mayor Bruce Whitaker and Council member Jennifer Fitzgerald behaved rudely and disrespectfully to the speakers.
Mike Blackstone, Barry Levinson and Joe Imbriano speak at the 11-21-17 Fullerton City council meeting as Air Combat USA filed a $500 million dollar lawsuit against the Fullerton airport manager, and the City of Fullerton alleging breach of contract and more.
Mike Blackstone spoke before the city council first. As mentioned above, he has brought a 500 million dollar lawsuit against the Manager of the Fullerton City Airport and the City of Fullerton for all the above given reasons. Mr Blackstone has evidence to support each of his above claims in my humble opinion.
While both Mr. Blackstone and myself were speaking on this subject during public comments, Council member Jennifer Fitzgerald saw fit to smirk and laugh throughout our presentations from the dais. What kind of an arrogant, contemptuous individual behaves in such a manner while representing the good people of Fullerton? Obviously the answer is one Jennifer Fitzgerald.
Next, Mayor Whitaker added to his many previous sins by not being truthful while both Mr. Blackstone and myself had the floor to speak to them. I spoke about the fact that Mike Blackstone of Air Combat USA, Inc., who between himself and his father spent the last 38 years being a tenant at the Fullerton Municipal Airport, met with Bruce Whitaker about the failure of the city to provide him a new lease for his business. When Mr. Blackstone did not receive any follow-up from our Mayor, he decided to attend the last Talk Around the Town that our Mayor holds monthly. You know the one that is advertised that the Mayor will answer the public’s questions about any matter concerning our city. Well Mayor Whitaker would not acknowledge Mr. Blackstone during his question and answer period although he had his hand up throughout that part of the event. So after being I believe intentionally ignored by our Mayor, he waited to the very end to approach the Mayor just to have a minute of two of his time. Mayor Whitaker brushed him off stating he had to leave immediately.
So what did Mayor Whitaker rudely do while I was speaking, he continuously shook his head “No” and mouthed words denying my comments. These poor excuses for elected representatives demand from us that we be respectful and follow their self-imposed rules but when it suits them they throw all the rules out the window.
Of course, the remainder of the city council ignored our comments as well. That would be Doug Chaffee, Greg Sebourn and Jesus Silva. I believe that all five council members know or at least at this time should know that the city has breached its contract with Mike Blackstone of Air Combat USA. And what do these corrupt moral midgets (and I am not referring to their height) do, they along with our new City Manager have placed an agenda item for the very next council meeting to change (I suspect expand) the zoning for the Fullerton Municipal Airport for one of the main antagonists against Air Combat USA who wants to take over their space at the airport. I am referring to a relatively new business at the Fullerton Municipal Airport, called Hanger 21 owned by La Habra Reserve Officer Robert Sims who works as a Reserve Officer in the Narcotics Unit of the La Habra Police Department.

Finally, since Mr. Blackstone reached out to Joe Imbriano and myself prior to filing his lawsuit against the city, I can state unequivocally that his case not only has merit but that he has the documented proof I believe necessary to prove his case before a judge or a jury.
Please note that in the short time I have gotten to know Mike Blackstone, I find him not only to be very believable but also someone who will fight for his principles, honor and his lifetime business.
An F-18 instructor pilot was conducting a simulated training run on August 24, 2016 at Fullerton Municipal Aircraft for Mikes’ business using one of Mike’s planes when he ran into mechanical difficulty with the rudder of the aircraft while taking off, which caused a crash landing into one of the hangers. This destroyed the aircraft but luckily the pilot and his passenger were not hurt in the crash. This was the same plane that Mike himself told me he flew the most out of his entire fleet and it was certainly unnerving to Mike that it could have very easily been Mike piloted that aircraft that day. The FAA is still looking into what may have caused the problem with the rudder.
Now, I suspect that the city will no doubt try through a large monetary settlement to make Mike Blackstone go away. I think that strategy will fail because Mike wants to win his case and stay at the Fullerton Municipal Airport for many, many years to come.
This case as presented is a civil case but when it comes to trial, it is my opinion that there very well could be enough evidence to then file criminal charges against certain people either representing the city and/or working for the city. All I can say to Council member Jennifer Fitzgerald is that this is certainly not a laughing matter!

Well, tomorrow will be another Thanksgiving Day to celebrate and enjoy. At my stage of life, there have been many such days. But now considered a senior citizen by most with a 12-year-old son, it makes me want to reflect on this very special day of national celebration.
When I look upon my son, feelings of love, hope, and faith in the future fill all my senses. He could not be more special to me and I could not be more proud of the young man he is so quickly becoming right before he enters his teen years.
My son Brett is now in Junior High School, maturing and growing so fast right before his parents eyes. We look forward to his further development but are amazed at how fast these 12 years have gone.
As I said, there is no greater way to garner hope for the future than to peer into the future of your children. There are many instances when the things he says or the questions he asks are not only remarkable for a 12-year-old but are remarkable for any person at any stage in life.
He is smart, in fact very smart and that intelligence and inquisitiveness will certainly help him make his way in the world. But brains does not make for a good human being. The qualities of generosity, the importance he places on friendship (including how he routinely will stand up to help defend his friends), the honor of his actions and the integrity of his being, those are the things that make for a good human being. Throw in a great sense of humor and a loving nature and you have one great kid. What is a byproduct of being a good human being? It is being a happier human being.
So I thought it was the time that I told him what I had been thinking privately to myself for some time now. I told Brett that I expect great things from him. I expect that whatever choices he makes in life that he will make a real difference. I also told him that I was not trying to put pressure on him to meet very high and may be difficult if not impossible expectations. I told him that I just believe deeply in the quality of my son and that I believe he will make his way through life making a real positive difference for others as well as his family and friends.
I am blessed that my wife Susan has been such a positive force in our family’s life. That she has dedicated herself to raise Brett the best that she could with much love and devotion.
For life as well as society is a continuum. One way we leave this life in a better place is by leaving children that will help make our society better in the future.
So only a few hours before another Thanksgiving Day, I am lucky to have such hope and faith that life is good and more importantly that I strongly believe my son, Brett will lead his life in a way that will be a positive influence on so many others.
May I suggest if you have not done so in a while or maybe ever to tell your children how very special they are, how much they are loved and how much hope and faith you as parents have in them.

It’s odd that the police scanner I own,which is a very good scanner at that,never received a notification when the shootings happened @ the Mandalay bay and the other places where shots were fired from. My scanner wasn’t allowed to even pick up the channel for the Las Vegas police department during the whole process nor could it find any other channel that would also normally find if the Las Vegas police department blocked people from hearing what they were saying and reporting the whole time. When the riots happened in Ferguson, close to where I live and any other riots that happened long after that one,I was notified and listened to everything.
