    I would not be surprised if most items that come before the council have been discussed between Joe Felz and his three supporters on the council, namely Fitzgerald, Flory and Chaffee. Yes that would be a clear violation of the Brown Act but you know that these people believe the rules are for others to obey not them. It is only when enough citizens speak out against their mayhem that they sometimes dial it back. That is what happened Tuesday night.
