The Plot Thickens as We the Public Get Closer to the Truth about the Excessive Water Losses at Laguna Lake.

Several months ago, as Parks and Recreation Committee member, I directly asked for and received in writing from the City of Fullerton’s Water System Manager, Dave Schickling, the water usage at Laguna Lake over the last 5 years. The water usage over this period of time indicated that the water consumed was almost identical each of those years.
Therefore, why did the city not take appropriate action to fix this problem before now? Why didn’t the Water Systems Manager inform the Parks and Recreation Committee about this ongoing long-term water loss problem at Laguna Lake?
We now know that the city of Fullerton has not been identifying the cost of water used by the city as a separate line item in the budget but rather passing all of its costs thru to the ratepayers in Fullerton.
At the September Park and Recreation Committee meeting, I made a motion that was seconded to agendize a change in how water is accounted for by the Parks and Recreation Department from the current pass-thru method to ratepayers to an itemized expense included in the costs for the Parks and Recreation Department.
This most needed change would provide for an accurate accounting of all costs to run the department. The current pass-thru method hides the true cost of the Parks and Recreation Department, thereby understating the real city budget deficits for the next two years by hundreds of thousands of dollars. Therefore, apparently the actual deficits are not the reported 2.8 million dollars over the next two years, but closer to $3.5 million dollars or more.
I also asked that Director Curiel invite Mr. Schickling to come before our committee to explain why the city apparently ignored this water loss issue at Laguna Lake for many years and at the same time did not make it known to the public. This situation is troubling since water is one of the larger costs necessary to run the Parks and Recreation Department:
Fullerton city government transparency must start with an accurate accounting of all costs required to run this city.
P.S. About six days before the normally scheduled monthly Parks and Recreation meeting in October, I received an email message from Director Hugo Curiel, stating that our Committee Chair had requested we go dark in October because the Water Department/City was not ready to present on the water accounting issue.
I guess the city/water department was not ready to provide answers as to why they did not disclose the excessive water loss problem when it began at least 5 years ago and maybe as long as 11 years ago when the Laguna Lake renovation was completed. I believed that the people of Fullerton deserved answers as soon as possible. I guess the city and/or our Parks and Recreation Committee Chair on the other hand thought it was prudent to put off the day of reckoning as long as possible.
I know one thing that is for sure, this would be the absolute worst time to consider the Downtown Core and Corridor and the College Town Special Projects.
For every member of the council as well as the city manager must know that we the public have not sacrificed so willingly and so much to conserve water only to give it all back and then some to developers and their consultant representatives.

You don’t actually think the City of Fullerton is going to buy you a park with all the money they have sucked out of all of you through decades of taxative extortion do you?
Just in time for the “H.E.R.O.” program to rear its ugly head on the agenda where the 4F mafia, Jan Fluoride, Jencurt Fitzpringle, and Doug Chaffeeppoo will be voting for thereby setting up the framework for a “Citywide special assessment district” to help bolster the endless, out of control public employee union pay raises and float the sinking pension ship under the guise of “smart” energy programs and red tape ribbon cutting.
Yes folks, introducing the latest and greatest idea since the FPD handed out the blue shirts and set up the taco truck on Tuesday night at city hall. Introducing the new “parcel tax” to pay off Chevron as they ride up the value on their sand dune wasteland called Coyote Hills. Yes it, to this day, remains an unremediated, unbuildable, unstable, seisimic nightmare riddled with hidden improperly capped oil and gas wells with toxic soil abounding flanked by fire ants, rats and rattlesnakes smack dab on top of a fault line without a drop of water anywhere to be found.
You already gave at the office you say? Haven’t had enough of OC vector control, OC Dept of sanitation, FSD, NOCCD, MWD, or FJUHSD’s catheter into your wallet through their property tax levy party? Get ready for another mainline insertion of another line item without a veto.
You guessed, you, the residents will be picking up the tab. Of course the city doesn’t have the money to buy the land. Hell they don’t even have the money to fix a stinking drinking fountain that has been broken for 2 and 1/2 years over at the ball field at Chapman park.
Yes the 4f council mafia hands out raises and benies and lawsuit settlements in the back room up behind the dais every 1st and 3rd Tuesday afternoon like lolipops on halloween to the unions and the rape victims while you, the taxpayer, are still stuck in traffic. They just don’t have enough left over for the more important things like what they actually exist to procure and maintain, that is crucial infrastructure.
No instead, they ignore the mosquito infested storm drain system, the 300 million in road, sewer and water main repairs while they try to ram through the job killing ten story tilt up nightmare called the DCCP and the WiFi prison called the College Town nuthouse over on Nutwood to boost revenues just enough to keep the unfunded pension liabilities from affecting Foolerton’s credit rating while you all stay mesmerized by a parade, and a fireworks show.
You want a walk in the park, well, haha, its gonna cost you gang. Chevron will get their money the old fashioned way and you will hand yours over the oldest way in the book: at levy point.
Yes Coyote Hills is beautiful and yes because it is not safe for any sort of development whatsoever in its present form, it should remain as open space. Remember, parks don’t make any money for the city unless they pack them full of cell towers. Development does and as long as we have a Flory, Fitzgerald and Chaffee council majority that exists to protect and serve the 700 city employees and not the 140,000 residents, we will have the devil in the details shoved up our backsides till the cows come home folks. On Tuesday, the 9th of June, the city council split their votes 2 for and 2 against the 2015-2016 and the 2016-2017 budgets that had projected million dollar plus deficits for at least the next two years. Fitzgerald and Flory voted for the budget and Whitaker and Sebourn voted against approving the budget as presented by the city. Council member Chaffee was absent, which created an even number of council members to be present and thus resulted in the budget vote going down to defeat. Who the heck do these jackasses think they are kicking the voters in the nuts FOR THE SECOND TIME coming back for a billion dollar 46 year third mortgage after the last go around with the X rated Measure X spending a couple hundred million dollars on sports fields, break dancing and basket weaving classes while TO THIS VERY DAY we have a measly 75 seats for a nursing program with a wait list ten miles long that ostensibly serves almost 2 million residents?
