………“He (Felz) seemed to be in control of his faculties,” Whitaker said Wednesday night.

Hughes said in the memo that he received a telephone call at his residence from a watch commander who reported that Felz was involved in a minor crash and that a field sergeant believed the city manager was “emitting an odor of alcohol.”

So Joe Felz, after drinking with Bruce, gets in his car, and in a residential area,  jumps the curb at 1:30 am, hits a tree, gets his car stuck, frees the car, attempts to drive off for 175 feet or so and, gets stopped by the police, smells of booze, allegedly demands that the officers call the police chief, is given a private set of sobriety tests and was allowed to delay the breathalizer, and then gets a ride home from the police, no charges, nothing to see move along now even though his car was damaged enough not to be driven to work today.

Dan Hughes apparently had at least four officers present at the scene who did not immediately conduct the field sobriety tests or administer the breathalyzer. The officers on the scene according to an unnamed source were officers Boline, Haid, G. Eibert, and Wilkerson. These officers have the experience, the expertise and  the arrest rates that get them the MADD awards at the council meetings yet they were called off of immediately testing Felz for DUI. Why is that?  That is because Joe Felz allegedly demanded that they call Dan Hughes.

Why did these officers listen to the person who allegedly demanded that they call the police chief when he smelled like alcohol after he just lost control of their car, hit a curb, and took out a tree and not make the judgement themselves to administer tests and evaluate and if necessary arrest Felz?  Why didn’t they put the cuffs on him right away? If this was you or I, they would have.

No, instead these officers listened to the City manager that smelled like alcohol, who just lost control of his car, hit a curb, and took out a tree that allegedly demanded they call  The police chief Dan Hughes instead of immediatley doing what any good police officer would do. That is to immediately administer the tests. Apparently Hughes ordered them to deviate from policy and wait for Jeff Corbett to arrive some time later to evaluate Felz without another witnessing officer present and conduct the tests. Corbett is not one of the FPD’s  field sobriety experts as he has not conducted a DUI test in years. So why delay and bring in someone who is not the most properly suited for the task? Well it is of course to control the outcome. Corbett is Hughes’s special guy.

According to an unnamed source, Corbett led Felz away from the other officers and conducted the tests out of sight of the officers present and he did it alone which is a clear violation of  FPD policy. Perhaps that is why Felz passed the test with flying colors.

Was Felz given a PAS test? Why not?

To refresh your memories, this is a bizarre dichotomy of the sickest kind. Let me explain. Joe Felz was obviously driving impaired with evidence of a crash and alcohol on his breath and yet procedures are violated in order for him to go home instead of going to jail.

Supervising Mr. Gochenour while in the jail was FPD Officer Vince Mater who ended up serving probation after pleading guilty to destroying an audio recording of conversations he had with Dean who later committed suicide in jail.

So why was Banana Republic Emperor Joe Felz not arrested for DUI and other misdemeanor charges at the scene?

So why in the world was Bruce Whitaker  drinking with Joe Felz at 1 am on election night?

Why would Bruce appear to come to his defense and state that he had “one beer” with him and just minutes later according to the officers on the scene reek of alcohol and yet Bruce Whitaker stated that “He (Felz) seemed to be in control of his faculties,”?  What kind of BS is this? 

What’s in it for Bruce Whitaker to step out and make a statement?  He covers his own ass.  If Felz was drunk, Bruce knowing this and letting the man drive home would look bad for not only Bruce Whitaker, but could implicate him in liabilities down the road.

Dan Hughes said City Manager Joe Felz was suspected of consuming alcohol – but wasn’t impaired – prior to being involved in single-vehicle crash early Wednesday, according to a memo from Fullerton Police Chief Dan Hughes.

“On November 9, 2016 at approximately 0130 hours FPD officers were dispatched to 255 W. Glenwood regarding a possible collision where the vehicle had struck a curb and was stuck on the sidewalk. The driver was later determined to be city manager Joe Felz. I received a telephone call at my residence from the Watch Commander who informed me that the city manager was involved in a minor single vehicle collision and that the sergeant believed the city manager was emitting an odor of alcohol. I informed the Watch Commander that I would call the sergeant to obtain additional information and that I would have the field sergeant conduct a preliminary assessment by performing Field Sobriety Tests and if the sergeant believed there was a level of intoxication that met the criteria to be a violation of the law, we would contact the CHP to investigate. I provided the above directions to the field sergeant and also briefly spoke to the city manager on the phone to explain what protocol would be followed. The sergeant conducted the assessment and made the determination that the city manager had consumed alcohol, but did not meet the criteria of 23152(a) CVC. The city manager was driven home and his vehicle was towed. During this time period, I also contacted Mayor Fitzgerald and informed her I was following the protocol of notifying the mayor about the contact with the city manager. I informed the mayor of the directions I had provided to the field sergeant and that I would re-contact her when the investigation was complete. Her only instructions were to follow normal procedures. A collision report was documented under case 2016-74804 and a supplemental report will be completed by the sergeant documenting the assessment of the city manager.”

We know he was consuming alcohol. Bruce admitted it, the officer on the scene smelled it, he crashed his car and gets a free ride home with no charges filed?

I know of people who were given a DUI when their car was already in their driveway, they were on their grass with the keys in their pocket and FPD arrested them. Joe Felz jumps a curb, takes out a tree, smells like booze and gets the royal treatment. That just goes to show how corrupt this city and its leadership is.

Our very own Bruce Whitaker even makes a subjective determination as to his condition at the time they were drinking together and stated  that he was in control of his faculties. What a guy.

Bruce Whitaker needs to stand up now and demand a full investigation of what policies were violated as well as the release of the body cameras and get the department to explain why the breathalyzer tests were not taken not immediately upon arrival at the scene but long after. Nothing short of that is acceptable.

Dan Hughes is now going to work to run security at Disney? What kind of bizarre demented behavior will Dan Hughes be protecting in the Tragic Kingdom? I could go on and on about Disney and what goes on there behind closed doors and under the park.

Folks, just consider where we are and what they have done to the city. It is little wonder these two were throwing back a few that night. The show must go on folks until we replace these kinds of officials and public servants with people possessing integrity and wisdom.

Just look at how corrupt this whole think appears on the surface. This is lawlessness ladies and gentlemen. Heck they murdered Kelly Thomas on camera and got away with it. This thing compared to the Kelly Thomas murder to them is like choir practice.

Back to #1, why was not a breathalyzer required immediately upon arrival at the scene by the attending officers? Why the deviation from the protocol????   Did Hughes wave it off?  Why did the FPD not follow protocol is the question.

This man who is our City Manager, was, according to Bruce Whitaker, seemingly in control of his faculties. What is scary is that this man is in control of our city while we have our esteemed Bruce Whitaker drinking with and defending this man.

All I can say is thank God it was just a tree that got mowed down. Will Fullerton ever learn from its past as justice is dispensed so arbitrarily in this community of roads in ruin overrun by  its city officials and our youth awash in liquor? Based on the outcome of the last election, I highly doubt it.

      Aside from the fact that the FFFF blog GAVE JENNIFER FITZGERALD 2 COMPLETE SEASON PASSES TO GET ELECTED, I am too. Nelson is proud I am sure. I am glad it is back because Fullerton needs all eyes on city hall. It is another set on everyone else besides Bruce and his sycophants so we can dedicate more of our attention to the Trojan Horse and its occupants.

Allow me to remind your readers that the patron Saint of the FFFF blog, Supervisor Shawn Nelson can be found pimping a 1 billion hotel dollar development deal in what was to once be OUR great Orange County park. Notice how FFFF’s sacred female cow, Ms. Fitzgerald is never mentioned as she is now poised to bring massive development to Fullerton. Notice how FFFF likes to fry the small fish and keeps the big ones like the sharks out of the pan? I for one would like an explanation as to why the FFFF blog went dark for years until the day after Ms. Fitzgerald got elected for the second time?

      Is that a coincidence? Hardly.

      Pi r squared your comments are well taken.

      In addition, the fact that they went away for both the 2014 and the 2016 election cycle only to show up the day after the November 8th election, makes their motives extremely suspect.

      Add the fact that they have not disclosed who is the current administrator of the FFFF and that they allow contributors to hide their identities tells me that this blog is not to be trusted by Fullertonians. When honest people in Fullerton are clamoring for transparency in our government, this blog is anything but transparent.

      We know that they are using the same title as a past blog site. That is really all we know at this time. They have intentionally left us all in the dark.

      The amount of damage control by FFFF or anyone else will never put Humpty Dumpty back together again.

      There are so many great people who call Fullerton home. It is so unfortunate that 95% of the political class here in Fullerton do not fall into that category. The political class as a group continue to do a a great disservice and hurt the good people of Fullerton.

      Why do you think Tony spent upwards of $500,000 trying to buy an election and stack the council? Do you really think all the cop hating rhetoric was rooted in a love for human rights and libertarian principals or was it rather a utilitarian experiment to turn his rundown rentals and buildings into his own version of a mixed use overlay zone? You explain to me why Floozy was the object of scorn and ridicule in 2011 and 2012 while Fitzy’s up and coming destructive role in Fullerton’s Future was esoterica defined for the entire duration of the following calendar years even to this day.

      It is widely known that FFFF going dark for this entire cycle aided in the re election of Nelson’s girl Fitzy and Nelson’s boy Bruce. For four long years Fitz has worked out in the open and Bruce behind the scenes in tandem, to successfully and unsuccessfully hose the residents as hard and fast as possible. They just couldn’t get these huge pet projects through fast enough which makes you wonder how long Pringle is gonna keep paying his puppet if she cant deliver and how long Nelson will keep his hot County seat warm for Bruce’s fat ass.

      Meet the new boss, the same as the old boss. Here Fullerton is with a few new recruits that Nelson’s puppet Bruce has pulled into the fray while renewing the proverbial season pass that the Pringle lobbyist establishment offlimits darling has received for her second term.

      Now FFFF has enlisted the help of the socialist plant with the angry man complex Fergeson. Joining him in the ranks are Curley and Paden who have literally buried the Brea dam issue that Bruce spoon fed them while never to be fully acted upon by architectural design. Then we have Susie who by the looks of her pre election lawn sign collection, had to have been the most politically confused person I have ever seen that has all the endorsements with no solutions.       Bruce Whitaker recruited Susan Gapinski to run. That has been confirmed by her own mother Pat Shuff. Pat even advised her own daughter against this. Bruce recruited her for one reason and for one reason only-to split the vote. This trick is used in election cycle after election cycle here in Fullerton. The last two go arounds involved Sean Paden as the vote splitter. Bruce was confirmed to have had direct involvement in that as well. Bruce plays ball with Mr. Calle at the Register and is able to secure the endorsements of the paper for himself and his plants as long as he repeatedly and willingly shares the endorsements of the paper with the corrupt establishment candidate Jennifer Fitzgerald. Bruce gladly goes along because that allows him to keep his seat, and locks out the true reform candidate. In return, Bruce gets to enjoy the new lifetime windup toy followers like Paden or Gapinski which he uses to broaden his cadre of sycophants who collectively ignore huge issues that Bruce actually directs the burial of while silencing opposition to issues raised by true reformers. This takes place all the while he instructs his apparatus of followers to focus on minor sidebar issues while repeatedly ignoring the elephants in the room like we expose here all the time.

      Notice in this election, like in the previous, Bruce’s choice plants shared the endorsements with him and the corrupt establishment candidate Jennifer Fitzgerald willingly and gratefully. How do you do that? While they all smile about it, the net result is the same council majority which is designed to move the agendas forward while the residents get screwed for another four years.

      This is all by design. The last thing Bruce and his handlers like Nelson and others would allow to happen is a true reform candidate get elected.

      This is the modus operandi of a corrupt politician. It is of great significance as it always guarantees the re election of the incumbents. Bruce knew full well what he was doing. Bruce also has brought Joshua Fergueson into his sheepfold. Make no mistake about it. It is a sheepfold. Bruce Whitaker is the reason Jennifer Fitzgerald was re elected and whether is was Silva or Bennett, it would not have mattered. When you look at the number of votes the corrupt Royce endorsement, The corrupt Register endorsement, the corrupt Nordell endorsement, the corrupt Whitaker endorsement, The corrupt Young Kim endorsement, the corrupt Sebourn endorsement, and the corrupt establishment endorsement got the Bruce plant this election, it is pathetic considering I got almost the same amount of votes with half the money, in spite of the lockout and attacks from the the corrupt machine. What does that tell you?

      It tells you the truth, which to Bruce is a lie, that there is strength in independence, something corrupt politician Bruce Whitaker in his own words admitted to our group some time ago but simply doesn’t have the integrity, courage or wisdom to live by himself.

Making up facts when you don’t know the truth is not acceptable….not that it is not doable…just not acceptable from someone seeking office. Instead of trying to hurt others why don’t you educate people on why they should vote for YOU…not why they shouldn’t vote for others. That tactic didn’t work for you this last time…change course and you might have better luck next time.       Specifically, what are you saying Joe lied about?

      If you are concerned about candidates lying, why did you run with Bruce Whitaker? It looked like you were running with him. Didn’t you have his endorsement? Have you been paying attention to his looking the other way on the $4 – 5 M taxpayer loss in revenue on the Fullerton Golf Course lease agreement? How big of a lie is that, just shuffle it under the rug and move on.

      I could go on about Whitaker, but it is pretty well covered in this blog’s articles. During this past election you ran with a guy that is totally dishonest and that is documented, but you choose to focus on Joe.

      Since you are close to Whitaker and, supposedly, care about the honesty of candidates why don’t you ask him why he did not act on this information that resulted in $4 – 5 M taxpayer loss. Ask him why he chose a SCAG employee as “one of his top choices” for a seat on the planning commission. Agenda 21, SCAG is ruining this city. Ask Whitaker why he did this? Ask him why he voted to install conflict-of-interest, SCAG client Pringle & Assoc Fitzgerald as mayor. She got a lot of mileage in the election as “Mayor”. You don’t vote for her unless you want her as mayor and to continue on with the over development. Whitaker must be very pleased with these results–the overdevelopment will continue.

      And because Whitaker endorsed you, you must be on the same page. Is that “all for the greater good” as you see it?

      Please be specific. We all want to hear.

      IMHO I was ready to give you a fair shake and listened to you with the other nine candidates during the debate, and it was readily apparent that you were unfamiliar with issues and gave a lot of “yeah that sounds good me too” answers.

      You seem like a nice enough person, and a good Mother, I just wasn’t impressed with your ability to lead the city, when it sounds like your answers are always going a long with what the majority or whatever is popular with the others in the group, and you have no thoughts of your own.

      Just being honest because like I said, you seem like a nice enough person, and I think it’s imperative of us to be honest with each other if we are ever going to respect each other.

      As far as the league of women voters forum, they asked us to just say we agreed with others if they shared our views in order to save time. I will not make that mistake again…I will reframe the same answer and forget about the request of the host….rookie mistake. I am a good mother, but being part of a city council is nothing like being a mother….there are 5 members in Fullerton’s council, you need to be able to listen to the residents. If I were to say that I…and I alone could fix the city that would be a terrible thing….I need 2 others willing to agree with me. I need to be open to the residents. Wouldn’t it be great if a few of the city council members were open to Joe or Barry’s suggestions? I would listen to the residents. I am not so conceited to think that I have all the answers. I would listen to all of the Joe’s and Barrys that addressed the council. And you are right Fullerton Lover…I am a really nice person…

      As far as the league of women voters forum, they asked us to just say we agreed with others if they shared our views in order to save time. I will not make that mistake again…I will reframe the same answer and forget about the request of the host….rookie mistake. I am a good mother, but being part of a city council is nothing like being a mother….there are 5 members in Fullerton’s council, you need to be able to listen to the residents. If I were to say that I…and I alone could fix the city that would be a terrible thing….I need 2 others willing to agree with me. I need to be open to the residents. Wouldn’t it be great if a few of the city council members were open to Joe or Barry’s suggestions? I would listen to the residents. I am not so conceited to think that I have all the answers. I would listen to all of the Joe’s and Barrys that addressed the council. And you are right Fullerton Lover…I am a really nice person…

      How can someone who is clueless and controlled be good for the residents? Nice person? Hardly. Nice people don’t ignore issues for years, defend bad leaders, run on their coattails and play political games. What is worse, ignoring issues, denying harms to children, or going along to get along? Did you see the video? Did you see the dirty looks she gave Joe as she walked right by and ignored his children holding the banners on the wireless exposing microwave sickness in the schools in front of the library at MJ’s event? She has ignored it for years. She has ignored every issue Joe has raised and calls him a conspiracy theorist. She ignores all the issues raised about Bruce’s dereliction of duty. She has turned her back on the children along with the woman’s group that gave us horrible leaders for decades. She is not a nice person but she is irrelevant at this point.

Agenda items with little or no supporting documentation continues to be a huge problem.

      I gave Whitaker and Sebourn the solution to this problem and that is simply making it a requirement that all items be properly documented before allowed on the council agenda. Secondly, when an item has a firm deadline that it must be presented at least 2 meetings prior to that deadline.
      This can and should be something that the council must hold our city manager accountable for. After all he is responsible for putting together the agenda package for every council meeting.

      Did Whitaker take my simple suggestion to solve the problem? No.
      Did he ask Joe Felz why he failed to have a completed grant application prior to submitting a blank application for council approval?
      Did any of Whitaker’s gang question him about his failure to act on this? Of course not.

      I am still waiting fow Whitaker to follow up on the 4 to 5 million dollar finding concerning the Fullerton golf course. This is an on-going problem that is wasting taxpayer dollars going forward. But Whitaker, Sebourn and the rest of our city council members could care less. Is that why he removed me from the Parks and Recreation Committee?

      I did not hear Ferguson or Gapinski bring any of this up in the campaign. Why not?

      Anonymous, I do not read minds but I do know that some people feel more important by having an association with anyone in power even at the local city level.

      I do know that the persons we have to hold to account are those that are in elective office and those that run are cities such as City Manager Joe Felz and recent Police Chief Danny Hughes.

      Isn’t it fitting the both non-elected Fullerton leaders, Felz and Hughes are part of what appears to be a coverup of a crime as Hughes retires and as Felz probably will shortly follow him out the door.

      What has Bruce Whitaker done about the criminal conspiracy to frame Barry Levinson that involved Dan Hughes and many city officials? What has Bruce Whitaker done about the cover up of Joe Felz’s hit and run and potential DUI that involved multiple officers and Dan Hughes? What has Bruce Whitaker done about the DCCSP that is alive and well and will pass this council with its current composition? What has Bruce Whitaker done about the Pringle lobbyist that should be permanently recused, you know the one that he voted to make our mayor? What has Bruce Whitaker done about the 5 million dollar shortfall to the taxpayers with the american golf contract? What has Bruce Whitaker done about the SCAG senior planner he appointed to our planning commission? He has done ABSOLUTELY NOTHING.

      Want to join the Bruce Whitaker sycophant club? Membership is free and the only dues required are a constant ignoring of the real issues facing Fullerton. Every member gets his or her picture taken with Bruce and a free endorsement at election time.
