According to Belle it is unconstitutional because Belle wants it to be so.
Unfortunately for you Belle the issue of residency restrictions for only convicted pedophiles, I.e. convicted child sex offenders has not been adjudicated in any California court. I have provided the proof on this website and before our loathsome city council. I do not know whether Fullertonians will make them pay a political price for their unconscionable act but God certainly will hold them accountable. What a joke that they have a member of the clergy start off most meetings giving some prayer hoping that they will do the right thing and then they all too often go on to lie, deceive and misinform the public. What a council!

The Fullerton MC never had its day in court. The pedophile protectors made sure of that. Dan Hughes never enforced it and now he is the VP of security at Disneyland. Maybe he will get a promotion and move up to Disneyworld.
