An Update On The Allegations Surrounding the Handling and Administration Of Brea Dam Leased Property By The City Of Fullerton From The Army Corps Of Engineers. By Barry Levinson
A Fullerton citizen provided a 4 page list of questions to Parks and Recreation Director Curiel and to all members of the Parks and Recreation (P and R) Committee at the January 2016 committee meeting concerning the arrangement for the Fullerton Golf Course and other issues relating to the Brea Dam property we lease (City of Fullerton) from the Army Corps of Engineers.

Without commenting on the allegations themselves, I will state that it is my sincere hope that the Parks and Recreation Department takes these allegations seriously. This means that they provide detailed answers as quickly as possible either refuting or acknowledging each of these allegations. Inferring that these allegations are baseless without providing the prerequisite proof will not suffice. The citizens are owed nothing less than a complete and detailed written response to the alleged charges.

I am not offended by a citizen who asks tough questions, but I will be offended if the Park and Recreation Department fails to answer these charges fully and completely. The people of Fullerton should hold our City Manager, Mr. Joe Felz fully responsible for a complete and thorough review of all allegations. So far he has been rather silent on this issue.
The P and R Department has agreed to provide answers at our February 8 meeting held at 6:30 pm concerning some of the more serious allegations relating to the RZED (Recovery Zone Economic Development) Bond used to pay for a new million dollar plus sprinkler system at the Fullerton Golf Course and the management agreement that replaced the lease we had with American Golf to run the golf course.
The complete presentation should definitely be a part of the Agenda materials provided to the committee members and available to all on the city’s website for ourFebruary 8, 2016 meeting.
As a member of the Park and Recreation Department it is my fiduciary role to get to the truth. That means an unbiased review of all the facts concerning these unfortunate allegations.
The people of Fullerton can expect that I will represent them with objectivity and be motivated only to learn the complete truth wherever it may lead.

You notice that the establishment hacks are never concerned with how well or how poorly our city is run. The amount of energy they use to assassinate the character of those who present evidence of potential wrongdoing could be better served by answering the allegations themselves. This assumes of course that the allegations are baseless. The fact that they ignore the allegations tells you that those attacking the messengers either know or at least suspect that the allegations contain much truth.

I think the opposite most of the time. Some of the accusations and verbal assaults by Barry and his team are so out of whack and so untrue, it’s a waste of time to even consider responding. You also have to remember. Activist types don’t care about facts. They have already made up their mind. Once you start debating with them, it becomes pointless to continue. They don’t even listen to what is being said. I see that the case in the Barry/Travis/Tony/Joe Imb situations. They have all already made up their mind on everything and know everything. So what’s the point in even responding to them? That’s the thinking of the city manager, Chief, and city council as well.

Reality Is ignores the fact that much evidence has been presented to support the allegations concerning the Brea Dam.
The contract language for the Management Agreement with American Golf states that the City of Fullerton is paying them $670,000 a year plus an automatic one percent increase every year thereafter since 2011 and not the $500,000 a year that Alice Loya presented to the council back in November 2010 and once again to the Park and Recreation Committee in January 2016. It would seem that Ms. Loya has some major explaining to do. Unless the city can explain these very troubling contradictions, Ms. Loya should be fired from her Park and Recreation position for providing false information about a very large ongoing contractual arrangement that she was in the very middle of for the city.

Reality Is, please give us any specific examples where Mr Levinson stated untruths. In fact, Mr. Levinson always backs up his opinions with supporting facts. You have never refuting any of facts presented by Mr. Levinson. On the other hand, you never provide any supporting information for any of your scandalous attacks. You only deal with pure unmitigated character assassination.
Your attacks against Mr. Levinson always have one thing in common. They are baseless! Why should anyone listen to your totally baseless attacks against Mr. Levinson when you are too cowardly to even state your real name. He responds by blurting out more of the same unsubstantiated drivel.
I hate no individual. Life is to short to hate anyone. I do pity those that either did not have the good fortune to be raised by ethical parents or as adults chose to reject and /or ignore the principles of honestly, decency and integrity.
I was brought up by two very honest parents who instilled in me a strong ethical foundation.
Therefore, I do choose to stand up and speak out when those that are elected or appointed to serve our community are not truthful, open and/or straightforward.
I believe that those in government with positions of power over others, have a moral obligation to do their very best to represent their constituents. Nothing less should be accepted by the public.

Sorry, but I have to disagree.
Principles of honesty and integrity?
Is that why you chose to believe a woman who came out of nowhere to a city council meeting and made very serious allegations of brutality and racial profiling against a Fullerton police officer who fired his Taser at an uncooperative suspect (her boyfriend, who happened to have a lengthy criminal record and pleaded guilty to resisting arrest in the incident) without knowing the actual facts of the incident?
Is that why you have accused the PD of withholding or manipulating information to the DA’s office in its criminal investigation into Kelly Thomas’ death, because they were attempting to garner not-guilty verdicts? – again, very serious allegations.
Is that why you blasted the city council majority for agreeing to a $4.9 million payout to Ron Thomas, an action, if not taken, would have left Fullerton tax payers on the hook for probably millions more in legal costs and perhaps a much larger payout?
Yes, the death of Kelly Thomas has cost taxpayers millions of dollars. No question about that. You’ll get no argument from me on that one. The way I see it, you would have been willing to put the taxpayers in jeopardy for millions more. Why?
We’ve seen the video thousands of times. We know what happened. Three officers were fired. A criminal trial was held. Policies have been revised and re-written.
What would the benefit be to the Fullerton taxpayers to have proceeded with a trial?

and when let’s say 75% of the people think they are doing a good job and 25% think they aren’t, then you think the 25% should rule the world right? I don’t think think your claims have the backing of 25%. I was just giving you the benefit of the doubt. If you had more than 50% backing, you would make progress. You make zero progress and that speaks volumes for your thought process and your beliefs. You can try to make yourself look like the King of Fullerton, but the truth will always come out in the end. You will never be more than you are now.

It starts with his lies about assaulting the person at the council meeting. He thinks that because the DA wouldn’t file he’s innocent. Wrong. He paid the girl off and coerced witnesses and now he won’t be filed on. It’s that simple.
